Toul Tom Pong takes its alternative name from Phsar Tuol Tom Pong — known to foreigners as the Russian Market — a labyrinthine covered market that became the centre of Phnom Penh's arts, crafts, and secondhand trade. Where BKK1 is polished expat comfort, Toul Tom Pong is rougher-edged and more genuinely Cambodian: independent boutiques selling locally designed fashion and homeware, street food vendors operating for neighbourhood residents rather than tourists, and a creative community of Cambodian artists, filmmakers, and designers who chose the area for its affordable rents and local character. The Toul Sleng Genocide Museum (S-21) is in the neighbouring district, making this a natural base for visitors combining market exploration with historical reflection.
