Nyarugenge is Kigali's central business district — built on one of the city's seven hills with banks, government offices, and the Kigali Genocide Memorial (Gisozi) within the broader district. The city's famous cleanliness is most evident downtown: no litter, no plastic bags (banned since 2008), wide pavements, and a police presence that enforces civic standards with unusual effectiveness. The CBC (Car-Free Day) every third Saturday closes roads to private cars and Kigali fills with walkers, cyclists, and community events.
