Herceg Novi sits at the entrance to the Bay of Kotor, 35km west of Kotor city, and is the most affordable and least touristy of the bay's major towns. The old town climbs from the Kanli Kula (Bloody Tower) fortress above the promenade to a series of stepped squares and alleys with excellent views over the bay entrance and the open Adriatic. Known as the "City of Flowers" for the bougainvillea and mimosa that cover its stone walls, Herceg Novi hosts the Mimosa Festival each February — one of Montenegro's oldest festivals. It has a more working-town character than Kotor and a very lively weekend market on the main promenade.

- ↑Significantly cheaper than Kotor Old Town for accommodation and restaurants — essentially the same quality of Adriatic experience at 30–40% lower prices. The Stara Herceg Novi guesthouses offer excellent stone-room accommodation at very reasonable rates.
- ↑The Mimosa Festival (February) is one of Montenegro's best off-season events — a genuine community celebration with very few international tourists, live music on the promenade, and the yellow mimosa trees in full blossom against the bay backdrop.
- ↑The Orjen hiking trails directly above Herceg Novi reach 1,895m and offer the most accessible serious mountain walking from any town on the bay. The views from the upper Orjen plateau extend over the entire bay system and south toward Albania.

- ↓Herceg Novi is 35km from Kotor Old Town — too far to base yourself here if Kotor city is your primary focus. Works best as a day trip or as a base if you plan to explore the outer bay and Orjen, with Kotor as a day trip.
- ↓The town beach (Igalo, nearby) is pebbly and functional rather than spectacular. For the best bay swimming, Kotor's rocky harbour areas or the pebble coves between Dobrota and Perast are better options.
